1) The UK doesn't have a constitution with a provision like our first amendment (free speech)
2) If I'm not mistaken, it used to be a crime in the UK to insult the monarch. But not for a few centuries now.
Here's an interesting look elsewhere:
To summarize: Thailand, Saudi Arabia, Netherlands, Spain, Kuwait, Morocco. And last, but not least, although Switzerland has no monarchy, you can be arrested for insulting the heads of state of other nations (!).

That is why our way of government was referred to as American Exceptionalism. We were the first government that got its power from the people rather than having power over the people. |

Racism, and especially racist chants, used to be the norm in European soccer.
Most teams, even in their own respective countries' top flight divisions, were
comprised mostly of the native born to that country, and many fans were drunk
or drinking at most games, so often things were said or sung at opposing players
who were different in any way from the rest, and especially if they were black.
It was rampant.
As the top leagues expanded into first TV and then corporate sponsorship, the
competition for talent led teams to expand their signings to other countries,
other continents, and other hemispheres. That meant more and more diversity.
You can't be a top flight, globally competitive futbol club any more using just
homegrown talent. African players are invaluable, South Americans indispensable.
The three players most people consider the best ever are all South American, and
one of them is a black man. Liverpool's two dominant forwards are both African,
and they are lately considered the best team in the world. The racism had to stop.
That is why so many leagues have made it their policy to ban racist signage, taunts
and chants from their stadia. You can't do it anymore and not expect to be banned.
The EPL, in the wake of the George Floyd murder, have even taken it another step
forward. They start each game with all the players taking a knee at the whistle,
and they have expanded their policy of eliminating racism even onto their websites.
Is any of this "normal"? Truthfully, I don't know how to answer that.
Is racism "normal"? You tell me. It's certainly not in my household.
Maybe it is in yours. But I applaud those teams and leagues which are
taking a stand against racism and even verbal threats against their
players, regardless of the race or origin of those players, and whether
those threats are racist in nature or not. To me, that's an obvious decision.
As to the 12 year old? If by "arrested" you really mean identified, tracked
down, questioned, and maybe even given a ride down to the local constabulary
for his troubles, then I don't have much of a problem with any of that. If
he actually threatened Zaha, that's the least he should expect. But if the
boy is going to be held and tried for anything, I'd reserve judgment until
I knew what crime he committed, because from what I've read, all the kid is
guilty of is being an ignorant racist, which in this country means Republican.

The "kid" supposedly was 12 y.o. They are not well-known for their high power of decision making skills. Good grief. Ban him from the games the rest of the year if you must make a statement regarding racist remarks, but relax. Now, was the soccer player's life threatened? That would be an entirely different matter to me.
And why the heck are people taking a knee? You kneel to your Lord or God, not to game players. Jeeze, do you also pray to the players for guidance? If so, we're in one heap of trouble as a world.
