Ok. So, is your issue with when is it ok (morally/ethically) to lie?
Your citation from Exodus is about two women lying to Pharaoh (the ruler of Egypt) about why they couldn't follow his order to kill all of the male children. Not sure how that fits with, or supports, your concluding sentence.

Religion itself does nothing. It is a tool, and how it is implemented is what causes problems. To say ALL religion is the same, misunderstands that word completely. The Egyptians were notorious about erasing previous history to suit the current rulers. It would certainly be in their nature to try to hide the kind of humiliating losses that they suffered during the Exodus.
