Can you repost it? Can't see the quote. First, I fixed my editing. I didn't realize that I had posted my comment inside your quote. Sorry about that. Second, they must have updated the article. That phrase was originally in it. In fact, if you google "It is not clear how a Syrian prison may be impacted by U.S. sanctions," in the quotes, your article still pops up (for now) as the top result, even though the quote is no longer present once you click the link. I'll post a screenshot in a sec.

Odd. It's a good point though. Looking at the US Treasury's announcement, it seems like the sanctions are mainly directed at Syrian Military Intelligence. The prison named is Saydnaya Military Prison. Treasury does not refer to anyone running that specific facility, and when you look at the Executive Order cited, I'm not sure how it would apply. Perhaps the prison has some assets of some kind, but that would seem odd. EDIT: Looks like it's still there -- "The U.S. Treasury said many of the prisons designated Wednesday were specifically highlighted in images provided by Caesar. It is not clear how a Syrian prison may be impacted by U.S. sanctions."
