It was a riding the fence approach providing enough weaponry and intelligence to keep them from being completely overrun but not providing enough to effectively push Russia out early in the war. There hasn't been enough pressure on either side to come to the table to negotiate and there has been an unwillingness to negotiate directly with Russia about Ukrainian entry into NATO. I'm not sure if people are really paying attention to what's going on over there right now but Ukrainian is losing along the eastern lines. Russia is steadily taking eastern Ukraine a mile at a time and Ukraine has a massive manpower shortage. Again, what should Biden have done differently? Should've tried negotiations in November/December 2021. Could've made an offer to take NATO membership off the table (that's still not happening despite all the talk), and let him keep Crimea and either let Donbas become a breakaway region or let it be annexed (Ukraine was never getting that back; they'd been trying for ~8 years before 2022).
For example, something that was suggested in November 2021:
"Where the United States does have significant leverage is with Ukraine — and this leverage is largely untapped. Rather than focusing only on coercing Russia, the Biden administration should also push Kyiv to take steps toward implementing its obligations under the Minsk II agreement, which Ukraine has shown little desire to do since the deal was brokered six years ago. Ukrainian steps toward complying with the agreement, flawed as it is, might actually invite de-escalation from Russia and reinvigorate the languishing peace process... But the bargain has never been realized on the ground. Ukraine has resisted entreaties to implement the political provisions of Minsk II. For example, rather than adopt a new constitution codifying new powers for Russia’s Donbas allies, the Ukrainian parliament passed a constitutional amendment enshrining the strategic goal of NATO and EU membership. Russia has taken advantage of Ukraine’s foot-dragging to justify its ongoing refusal to fulfill its side of the bargain." ( Source)
Maybe that works, or maybe it doesn't. We'll never know because it wasn't tried.

That would be good news for all. Certainly much better than the Biden Harris just ignore problems approach. Well, they've finally made moves to give Ukraine flexibility over long range weapon use. Hopefully they'll get some good hardware transferred physically before January. Once the equipment is there it can be used.
