At some point, we really need to pass an amendment to limit the power of the POTUS to pardon someone before they even served one day in prison.

At some point, we really need to pass an amendment to limit the power of the POTUS to pardon someone before they even served one day in prison. No, that would prevent things like the blanket pardon of draft dodgers. We need the ability to end highly emotional situations, especially dealing with acts of conscience, where jail time offers no benefit and society needs to move on, putting the desire for revenge or retribution behind us. But I could consider an amendment allowing a 2/3 Congressional override of a pardon. |

A scenario like that is extremely rare and probably could have been remedied through a combination of congressional law followed by a blanket judicial review of all pending and concluded cases involving the draft. Plus I said "Before they even served one day in prison" so all draft dodgers would be people already serving time in prison or were in the process of going to prison before that remedy would have been enacted. Arpaio and [possibly if he got his way] Stone would be an example of keeping people completely out of prison after being convicted. Congress is largely too partisan nowadays to override almost anything with 2/3rds of both houses so I don't have much faith that would lead to anything but another bill gathering dust on McConnell's desk.
