Modifying the way voting is done during a national health emergency does in no way change who is on the voter rolls or who can vote. You register to vote ni the county you live in. When you register to vote, you are listed on the voter roll for your county. Whether you vote by mail, in person, or not at all DOES NOT MAKE ANY GODDAMN DIFFERENCE. Any changing of procedures about how votes are to be cast DOES NOT ALLOW ANYONE TO VOTE WHO OTHERWISE WOULD NOT BE ABLE TO. Because in order to have your vote counted you have to be on the voter rolls of your county. If ALL ballots or NO ballots were mail ballots it would make no difference in any election.
