My guess is that to someone like Trump, giving his brother such an undeserved honor is a way of showing how powerful he is. He can do whatever he wants.

You were on the right trail. His mistake is thinking that he's somehow wielding power. What he's really showing is what it looks like to be impotent in a position of power. Bringing your dead brother in through the back door of the Previously All White House for the dubious benefit of a few of your relatives who don't want to be there with your dead brother in the PAWH anymore than your dead brother wants to be there dead . . . That's less powerful than it is pathetic. And yes, it is also disturbingly ghoulish.
