Yes, he should be allowed in without prejudice. He's annoying and repetitive but this place should be the Anti-Solar, where people are only banned for the most egregious of cirstances [Death threats for example] rather than because they go against the grain.
As for ignoring him, I've been doing that the old fashioned way for years. In 95% of his posts, I just scroll right past them.

Solar said the highlighting feature costs $100's per use. Luckily he pays it for his members. Gotta use it sparingly while committing copyright violations.
