For historical context: This isn’t the first major fire in Lahaina. A massive blaze destroyed more than 30 structures in the harbor town in 1919. Arson was the suspected cause of that fire. This is the first major disaster since Hurricane Iniki in 1992. That hurricane devastated much of Kauai. Ten years before that, in 1982, Hurricane Iwa also laid waste to Kauai. I was too young to remember Iwa, but I was in high school when Iniki happened. I remember we had heavy winds and rain, and our power went out. On our radio, we listened to reports on what was happened on Kauai. It was scary. Two major tsunamis hit the island of Hawaii, one in 1946 and the other in 1960. 159 people were killed statewide in the 1946 disaster. 61 people died in the 1960 tsunami. The victims in both tragedies included dozens of young schoolchildren. In one of those tsunamis, the children raced out to the low tide to pick up fish flopping on the sand, not knowing that the receding waters were a sign of the tidal wave to come. Following up, having thought about it, when Iwa hit, our next-door neighbors had sold their house to their (and our) friends a couple of lots further up the street - probably about 50 meters or so probably a year earlier. They then built their dream home, and very nice two-story house in their vacated lot. When Iwa struck, it tore part of the roof off of their old house and tossed it onto the roof of their new house. Happened during the hours of darkness, as I recall. My family sought cover in a stronger building and avoided having the crap scared out of us. Our house was undamaged as the new two-story building caught all of that roof.

The best explanation I've read so far as to why the sirens were not activated to warn people of the firestorm... is that the sirens are intended to warn of tsunamis, not wildfires. Given that, the sirens would have sent people into the hills, towards the fires, instead of into the sea where at least they could avoid the blazes.
It may be the most reasonable explanation for the lack of warning the residents of Lahaina got.
