The main reason seems to be that as of 1982, the rules changed. Prior to that the total length of the truck counted. After 1982, the truck cab (engine and controls) was not part of the overall length regulation. So American truck mfgs changed over to longer cabs, which had a benefit of allowing expansion of the truck cab to include sleeping arrangements with no penalty as far as overall length goes. There is still a limit on the length of the trailer, which makes sense.
