Not surprised that this kind of propaganda has been started by the left. One of the most effective messages against Biden right now is his real mental decline; these talking points are the leftist's attempt to blunt the reality of Biden's senility.

If you watch the debates with Palin and then his recent speeches, it is clear things have changed. Plus, the link that Odysseus posted above fits Biden's changes almost perfectly. My Google Psychology degree says Biden as frontotemporal dimentia.
